The legislation was passed by the State House and the Senate during a divisive special session.
The bill garnered a great deal of opposition from neighbor islands, where the plan to increase the hotel room taxes across the state to help pay for the City and County of Honolulu project did not sit well.
Governor David Ige livestreamed the bill signing on Facebook.
